Vine Associates, Inc. was retained by the Town of Plymouth to prepare a Water Transportation Plan which was funded in part by a grant from the State Executive Office of Transportation (EOT). Vine served as the project manager of a multi disciplined team.
The study evaluated three alternate sites for locating a proposed water transportation terminal. Site screening criteria were developed and each site was ranked according to the criteria. Water transportation facility requirements were identified including berth length and depth and landside requirements such as passenger loading, parking and utilities.
A market analysis of the potential ridership and demand for various water transportation routes was developed and travel times between the facilities of other locations including Boston, Provincetown and Quincy were analyzed and compared to each alternate site.
Estimated capital costs of construction, operating expenses and revenues were generated. The Study was coordinated with the Town of Plymouth Economic Development and Planning Office and EOT.
