Vine Associates, Inc. was retained by the cities of Chelsea and Revere to prepare a waterfront plan for Chelsea and Mill Creeks. VAI served as the Project Manager of a multi-disciplined team that evaluated zoning, land and water usage, shoreline structures and berthing facilities, and public access/urban design issues.
The study also included a market analysis to determine demand for additional water dependent and/or water dependent industrial uses. The study included interviews with key industries and users of the waterfront as well as coordination with the City of Chelsea and City of Revere Planning Department.
A large portion of the study area is located within the Chelsea Creek Designated Port Area and state Chapter 91 jurisdiction, and the study compared the dimensional and land use requirements of those programs with current zoning and made recommendations for future zoning changes.
A public access plan was also developed.
